SPONSOR SUBSTITUTE FOR SENATE BILL NO. 175 An Act                              
relating to correctional institutions and their administration, and to         
services provided to prisoners; amending the definition of  `severely          
medically disabled' applicable to prisoners seeking special medical            
parole; and amending provisions of the correctional industries                 
program, and extending the termination date of the Correctional                
Industries Commission and the program was read the second time.                
                                                                               
Senator Halford moved and asked unanimous consent for the                      
adoption of the Finance Committee Substitute offered on page 2486.             
Senator Adams objected, then withdrew his objection.  There being              
no further objections, CS FOR SPONSOR SUBSTITUTE FOR                           
SENATE BILL NO. 175(FIN) was adopted and read the second                       
time.

	Delete all material and insert:                                               
		"(C)  food that exceeds in quality or                                      
quantity food that is available to enlisted personnel                          
in the United States Army;"                                                    
                                                                               
Senator Donley moved for the adoption of Amendment No. 1.                      
Senator Adams objected, then withdrew his objection.  There being              
no further objections, Amendment No. 1 was adopted.                            
                                                                               
Senator Adams offered Amendment No. 2 :                                         
                                                                               
On page 3, after line 32 after the word cell insert the following:             
                                                                               
except as approved by the facility superintendent for                         
purposes of education, training, or reward for                                 
positive behavior;                                                             
                                                                               
Senator Adams moved for the adoption of Amendment No. 2.                       
Senator Halford objected.                                                      
                                                                               
Senator Adams offered the following amendment to Amendment No.                 
2:                                                                             
                                                                               
In Amendment No. 2:                                                            
	Insert and after education                                                    
	Delete or reward for positive behavior;                                       
                                                                               
Senator Adams moved and asked unanimous consent for the adoption               
of the amendment to Amendment No. 2.  Without objection, the                   
amendment to Amendment No. 2 was adopted.
